Field reports from Pampanga and Baguio that reach Kontra Daya say that felt tip pens that run out of ink are being replaced by regular ballpens.

 

These felt tip pens are said to be “specially designed” for ballot-shading. However, COMELEC has provided only two of these pens per precinct.

 

Field monitors expressed concern that the PCOS machine might not read the ballots shaded using the regular ballpens, thus disenfranchising many voters.
