Field reports from Kontra Daya monitors showed that various problems continue to mar the ongoing final testing and sealing (FTS) of precinct count optical scan (PCOS) machines.
In Baguio City, members of the Board of Election Inspectors (BEI) lacked proper sealing materials for the voting machines. At the Rizal Elementary School, election officials only had three plastic seals and are instructed by the Commission on Elections (Comelec) to just use improvised seals. They also do not have a copy of proper guidelines for the FTS.
Meanwhile, in Nueva Vizcaya, only one PCOS machine was assigned to three clustered precincts. The precincts have an estimated 4,000 voters.
