Kontra Daya has received and monitored numerous reports of voters being told to leave their ballots behind, either because voters were senior citizens, persons with disabilities, or VCMs were malfunctioning. 

On the ground, voters are either told to drop their ballots in a box or wait for their VCMs to be fixed. Comelec commissioner George Garcia said voters have “no choice” but to leave their ballots, contrary to the poll body’s own guidelines.

So far, nearly 2,000 VCMs have reportedly malfunctioned. 
Kontra Daya reiterates that it is the choice of voters to wait for their ballots to be fed to VCMs. Prohibiting voters may result in loss in confidence on the results of the election.
