A report reaching Kontra Daya today says the PCOS machines in Cabuyao, Laguna went missing for 24 hours before being brought to the municipal hall for canvassing. The report said that when the canvassing took place, the machines broadcast more votes than the actual number of votes cast.

A report reaching Kontra Daya at 4:38 pm today says people are being attacked with tear gas at the Taguig City Hall. The tear gas attack took place less than an hour after Lani Cayetano was proclaimed as the winning mayoral candidate.
Cayetano defeated three other candidates, including reelectionist Dante Tinga.

The Board of Canvassers failed to retrieve the election results of the whole second District of Caloocan, reported Kontra Daya monitoring teams. Canvassing was supposed to resume 8:30 this morning, but the printing of certificates and proclamation of winners cannot be completed due to the missing data.

An alleged Board of Election Inspector (BEI) refused to post a copy of Election Returns in an unidentified polling precint in Barangka Elementary School in the City of Marikina. Report was received by Kontra Daya nearly 5 hours after election poll was officially closed.

Men allegedly working under a mayoral candidate in Silang, Cavite cut off the power in a precinct in Amadeo at the time when the board of election inspectors(BEIs) was about to transmit results. The watchers, BEIs and the legal counsels were not able to leave the precinct at around 11 pm last night after the candidate reportedly fired a gun in the area.

Only half of voters per clustered precincts in most precincts of San Roque, Navotas Metro Manila were able to vote. The failure to vote by about half of the listed voters can be traced to the long lines or slow voting process, and the voters' inability to locate their names, said a KontraDaya texter from Navotas at 8pm today.

In Miriam College, PCOS machine broke down at 12:00 nn, so ballots were dumped in a box. Also, no UV lamps were used to check the authenticity of the ballots.

Kalookan City Jail detainees, 146 male and 16 female, were supposed to cast their votes but the jail guard took their ballots from the precinct they are registered in and brought it in the jail. This incident took place in the presence of three BEI members and no poll watcher.

When refused by the watchers, the PPCRV insisted that they should cover Liza Maza’s picture with a yellow tape.

BEI officers asked voters of precincts in Silangan Elementary School, Taguig to go home, saying that the voting period was only until 6 p.m. This was despite the Comelec's announcement extending the voting period until 7 p.m. and even if the voters were already lined up in the precincts.

A shooting incident left two dead in one of the election hotspots in the country. According to Diane Mariano of DEFEND-Southern Tagalog, at around 2:45 in the afternoon, an armed element of the Philippine Marines deployed in the area entered a polling precinct in Brgy. Talaba IV. After a while, a gunshot was heard inside the polling precinct that reportedly killed a police officer; and then, an exchange of gunfire followed.
Mariano’s group belongs to the People’s International Observer’s Mission (PIOM) that happened to be in the area during the incident. The PIOM delegation here is composed of eight foreigners who witnessed the violence. “We deplore this violence and the terror it is causing the population,” Margot Hoyte of Philippine-Australian Solidarity commented.
As of this writing, the local Comelec had already discontinued the voting in the area.

Kontra Daya received a report that as of noontime, only 300 out of many hundreds more of voters have been able to vote. The reporter observed that it took voters a long time to find their names as precinct numbers varied. Also, other registered voters could not find their names on the official lists in Barangay Culiat at Cluster 845.

At a precinct in Balara, Quezon City, numerous first-time voters and previously-registered voters who had skipped voting in a previous election found their names missing in the master voters' lists.

Santiago City: A shooting between supporters of mayoral bets took place night before the elections

In Bgy. Sagana, Santiago City, Isabela, Cagayan Valley, a shooting took place the night before the elections. According to reports, the shooting was between the supporters of Mayor Amy Navarro and Armando Tan who are both running for mayor. One supporter of Armando Tan was said to die from the incident.

In clustered precinct 300 in Batasan Quezon city, LP Watcher Ferdinand Edruza was spotted keeping close to voters as they feeed their ballots into the PCOS machine. Though he had been reported to the PPCRV, the PPCRV said and did nothing to stop the LP pollwatcher.

Kontra Daya monitoring teams have caught on video Noynoy Aquino volunteers being allowed by the BEI to assist the voters in feeding the ballots and in collecting the felt-tip pens and secrecy folders in Pasong Tamo Elementary School, JEC Baptist School and COmmonwealth Elementary School.

Ballots were fed to two PCOS machines with a defective CF memory card in Batasan Hills Elementary School in Quezon City. The BEI reportedly instructed the voters to feed the ballots to the machines even if they were functioning properly. The report was sent to Kontra Daya at 5:49 p.m.

According to some reports some unidentified flying voters were caught in several precints in Old Balara Quezon City. There are also duplication of voters name in Comelec certificate of voters list in the area.

Couple Julie de Torre and Carlito dela Cruz had been waiting in line at the polling area in Fairview Elementary School since polls opened at 730am.
They checked the COMELEC website and saw their names there, but was unfortunately not on the Master List in their precinct.
As a result, after an entire day's wait, the COMELEC official in the polling area cavalierly told them to just go to the poll body's main office in Intramuros, Manila to complain.
Theirs is only one among the many instances of disenfranchisement in today's elections.

A voter assigned to Clustered Precinct 41 at the Landayan Elementary School in San Pedro, Laguna reported being given a sample ballot and being convinced to vote for mayoral candidate Calixto Cataquiz of the Nacionalista Party. The incident took place within 30 meters from the polling place.

After lining up for several hours at the Fairview Elmentary school, with the PPCRV having given them their cluster precinct number, the couple Julie Torre and Carlito Abralia dela Cruz found to their dismay that their names are not in the masterlist. At about 5pm they are told instead by the Comelec representative to go to Comelec Intramuros.

Another PCOS has bogged down in Quezon City. The PCOS machine in Precinct 1665d at the Commonwealth Elementary School has reportedly malfunctioned.

Reports that reached Kontra Daya state that slow voting process has been observed both in Pembo and Cembo, Makati City.
"Some have been standing on the same spot for 30 minutes," the reporter shared. Some voters also lamented that from precincts serving 200 people before, now each clustered precinct is expected to serve 1000. 3 Clustered Precincts in Pio Del Pilar Elementary Still With Long Lines

There remains very long lines in three clustered precincts in Pio Del Pilar Elementary School in the National Capital Region, according to poll watchers in the area.

Forty out of 200 voters were not in the voters' list at the Commonwealth Elementary School in Quezon City. All 40 have Comelec IDs and registration stubs. The Comelec had been contacted about the problem as early as 9 am but as of 5:45 pm, they have yet to give feedback.

Kontra Daya received a report from a voter whose deceased mother's name still appeared on the COMELEC list of voters.
"My Mom has been dead for almost 10 years but her name is still on COMELEC's list," lamented a voter at a precinct in Tandang Sora High School.

According to Kabataan Partylist Quezon City poll watchers, the BEI in Precinct 378 in Santolan Elementary School committed an alleged election offense by proceeding with the voting proper without counting the number of unused ballots.
Despite protests by the Kabataan Partylist pollwatchers, the BEI proceeded with the elections.
At around 2:10pm, the ballot box was opened due to the presence of bulky ballots inside, but voting resumed a few minutes after.

According to a report received by Kontra Daya, there is no COMELEC assistance table in Tandang Sora Elementary School. Voters are instead directed to the assistance table of the Parish Pastoral Council for Responsible Voting (PPCRV) whose representatives insist that voters whose names do not appear on their copy of voters' list cannot vote and should report to the Barangay COMELEC.

Kontra Daya received reports that the compact flash card ports of the PCOS machine at Clustered Precinct 456, Justice Cecilia Munoz High School, Payatas, Quezon City have been rendered unsecure after the seals and backup compact flash card have been removed.
According to the report, the PCOS machine still would not operate after four times of inserting and removing the CF cards, prompting the removal of the backup compact flash card. Voting in the said area proceeded with CF card ports unsealed and only one, instead of the prescribed two, operating.

Only 56 ballots have been read by the PCOS machine for the four precincts located in P. Guevarra Elementary School for resident voters of Barangay 272 in the second district of Manila. Fearing rising voter frustration, the precinct officials have allowed the voting to go on and are considering doing a manual count later.

Registered voters in Hacienda Intal, Baggao, Cagayan lamented on the inefficient number of PCOS machines versus the number of registered voters in their area. According to the report, there are four thousand voters in Baggao, Cagayan but the Comelec only provided 2 PCOS machines for them. The insufficient number of machines that were provided caused the slow-paced voting process.

The members of the Board of Election Inspectors (BEIs) assigned in the four voting centers of Lapu-Lapu, Bagbag, Lahug Elementary School, Aguijo Elementary School and Basak Elementary School used stubs/”priority numbers” at the start of the voting process. Voters were issued priority stubs from 1 to 50, some up to 300, made to fall in line and wait for their turn before entering the voting center.
According to Pagbabago Cebu, the BEIs issued priority numbers to people known to them, causing irritation among other voters who are patiently waiting for their turn. The BEIs found it also difficult to control the priority number while other BEIs have not followed the priority numbers.

In Tanauan, COMELEC’s approved election process has been replaced with a tedious stub system. Now, people are made to fall in line first to get a number and then fall in line again to vote. Many Batangueρos unable to vote are just returning home angry and disappointed.

Voters in Caloocan City expressed their concerns on the failure of BEI to strictly adhere to the process of elections. Reports were received that members of the BEI sometimes fail to put indelible ink on those who already casted their votes. There are also some who are not able to vote because of the lack of valid I.D.

The line of voters at Precinct 5A in Barasbaras, Tarlac City, has now stretched too long, as voters have been waiting for more than two hours now for their turn to vote. This trend has raised fears many will not get their chance to vote.

At most six voters are voting at the same time in the polling precincts, while voters line up at the BEI table for voter verification. The bottleneck is at the BEI table, where the voter verification, thumbmark printing and application of the indelible ink get mixed up. Estimate of 30 voters per hour.
In the other clustered precincts, voters are becoming impatient with the long queues, prompting some of them to just leave the polling the place. With the small space, voters pile up in corridors and stairways.

Voting process is expected to get longer in Manuel Roxas High School in Roxas Dist. Q.C. with the introduction of a new measure, according to Kontra Daya field monitoring teams. The voters are gathered in a holding area at a separate building to get stubs before proceeding to the polling precinct.
Only batches of 10 are allowed to go to the precinct at a time, creating a bottleneck at the holding area. The checking of paraphernalia and initialization of the PCOS machine also started late, adding to delay of the polls in the area.

In Los Baρos, Laguna, at around 12:30 mn, three members of Kabataan Partylist, a member of Bayan Muna Partylist and Barangay Human Rights Officer Virgilio Tandang were arrested and physically injured by alleged Makati police officers while in a mass-action of residents against the alleged vote-buying and flying-voter scheme of a mayoral candidate.

In the Municipality of Nasugbu, Calayo, first district of Batangas , Kontra Daya received reports that the security key for two PCOS machine was invalid. Similar cases have been reported in other provinces.
In Baguio, reports say that 5 clustered precincts have CF cards that do not match the PCOS machines .Testing has not proceeded.

Breaking PCOS testing protocol, members of the Board of Election Inspectors (BEI) at clustered precinct no. 31 in Tondo's Almario Elementary School did not print an initialization report.
Such report is required to verify the integrity of the PCOS machines.

An IT consultant from the Smartmatic has yet to figure out the reason for the malfunction of the said PCOS machines and simply asked the members of the Board of Election Inspectors (BEI) to keep on rebooting the machines.
In other developments, in Malabon's Ninoy Aquino Elem. School, a PCOS machine was being tested without the use of a ballot box. A Smartmatic representative did not give an explanation for this when asked by Kontra Daya.

Kontra Daya volunteers have monitored still one case of mismatched machine and manual counts in Pasig City during the testing of the precinct count optical scan (PCOS) machine yesterday at the Palatiw Elem. School.
Initial report that reached Kontra Daya said that vice presidential bet Jejomar Binay got nine votes as counted by the PCOS machine but he had only one vote in the manual count.
The machine supposedly used the reconfigured compact flash (CF) card issued by the Smartmatic.

Kontra Daya received the following report from Atty. Dan Adan:
“There is a problem with the PCOS machine assigned to clustered precinct No. 5 in Sta. Cruz, San Jose, Camarines Sur. When the BEI members activated the PCOS at 2 pm today for the testing and sealing procedures, it displayed the following message:
THERMAL TAPE PRINTER ERROR
PLEASE MAKE SURE PAPER IS LOADED AND PRINTER IS OK THEN WAIT LONG ENOUGH TO LET PRINTER RECOVER AND PRESS THE 'OK' BUTTON
IF PROBLEM REMAINS, SEEK TECHNICAL SUPPORT.
BEI Chairman, Mr. Sandy Luzada sought technical support from the IT persons deployed in the area. Technical support was provided by Lorelie Pama and Avon Rey Ludoviza but they were not able to fix the problem after more than 20 tries of replacing the thermal paper.

Less than 24 hours before polls, glitches continue to hound automation

Glitches continue to hound the testing of PCOS machines with less than 24 hours to go before the actual conduct of the country's first national automated polls.
In precincts 880, 881, and 882 at the Quirino Elementary School in Project 3, Quezon City, Kontra Daya volunteers reported that all the PCOS machines had broken seals. There were also no SIM cards, no transmission cables, and no modem available. All these equipment are necessary for the transmission of results.
Smartmatic representatives, however, explained that these equipment will only be needed tomorrow during the actual polls.
PCOS machines have yet to arrive at the Quirino High School. The time of testing of machines is still to be determined.

Field reports compiled by Kontra Daya from various areas in the Cordillera region show that reconfigured compact flash (CF) cards have not yet arrived in several areas, delaying the testing and sealing of the precinct count optical scan (PCOS) machines.
CF cards have not yet arrived in the provinces of Benguet and Ifugao. In the towns of Cogawe and Tabuk in Kalinga, the PCOS machines have not been delivered yet. The CF cards for the far-flung areas of the province were expected to be distributed today.
In Baguio City, meanwhile, Kontra Daya volunteers reported of a damaged PCOS machine. It was unclear, however, if the machine will need to be replaced.

Updates from Kontra Daya monitoring teams in the Bicol region confirm reports that the final testing and sealing (FTS) of precinct count optical scan (PCOS) machines set yesterday has been rescheduled to Sunday, May 9.
Kontra Daya has also monitored that in some areas in the region, the PCOS machines have not yet arrived as of today.

Reports reaching Kontra Daya say that all PCOS machines brought to the Dr. Juan Nolasco High School in Pritil, Tondo for final testing and sealing are defective.

The final testing and sealing of the PCOS machine in Precinct 246 in Cembo Elementary School was delayed when the PCOS machine failed to print a complete initialization report. The printout generated did not show the list of candidates and the vote counter that should show zero votes. The members of the Board of Election Inspectors (BEI) were unable to troubleshoot the problem on their own and called for the assistance of the support technician. After more or less an hour, final testing and sealing proceeded with the assistance of the Smartmatic-TIM technician.

In Iloilo, nine PCOS technicians have resigned. They were being made to look after too many PCOS machines, which were located far between. Also, the supposed swapping of assignments among them did not push through. The final testing and sealing of PCOS machines in Iloilo has been at a total stop since this morning.

As of 6pm today, 500 votes were cast in the UNTV mock polls. The target was supposed to be 1,000. The outcome does not depart so much from the estimates of Kontra Daya convenor Dr. Gani Tapang. An average of 50-60 voters were able to cast their vote every hour. At this rate. it would be extremely difficult to process 1,000 voters in 11 hours.

3:05pm PCOS machine shutdown as Comelec Commissioner Gregorio Larrazabal was casting his ballot. Someone had accidentally kicked the battery and the machine had to restart.

There was a lull in the voting during lunch time. only 54 votes were cast. as of 1pm, 317 total votes. Still a long way to go to 1,000 voters.

From what we’ve seen, three ballots have been rejected because of so-called ambiguous marks. These are usually dots that have inadvertently been placed on ovals in the course of the voting. Since what is used is a felt-tipped pen, any contact between the pen and the ballot will result in a mark.

The rate of processing voters appeared slow, with the mock polls marked by delays and glitches. From 10am to 11am, only 70 votes were cast. There was a slight improve from 11am to 12 noon where 84 votes were cast. At this rate, 1,000 voters by 6pm would not be possible.

As of 12 noon, 276 ballots have been cast. The target is to finish 1,000 voters by 6pm. From 11am to 12noon, some 84 voters were processed.
At this rate, it doesn’t seem that we can finish 1,ooo voters in time.

10:08 am Underaged “voter” (16 y/o) casts ballot. He was brought in to test how the BEI would react to a situation like this. Apparently, the BEI did not check his ID.

9:51 am 100th ballot cast. It took nearly three hours to process the casting of 100 ballots, including certain delaying factors like arguments with the BEI and ballot rejections. But even without these delays, the process would still turn out to be unusually slow. They should have been processing at a rate of 100 ballots an hour to be done with the mock polls by 6 pm.

8:32 am There are cases where some ovals were inadvertently dotted. The ballots were of course rejected. It appears the solution to this is to over-vote. The ballot will be read, but the votes for the position where you over-voted will be invalidated.

8:00 am 27 ballots cast. There is not even scanning of ballots for UV marks. They should be able to accommodate no less than 100 voters an hour to be able to meet the requirement of having 1,000 ballots cast by 6 pm, which is the end of the allotted voting time.

Daniel Razon of UNTV participated in the Comelec’s mock elections simulating actual election day conditions. He over-voted for one of the positions and his ballot was rejected. Normally, it should not be a cause for rejecting ballots.

A provincial canvass watcher in Leyte reported that after the canvassing was completed at 2 am, a man who identified himself as an agent of the Intelligence Service of the Armed Forces of the Philippines (ISAFP) asked for a copy of the statement of votes.

Municipal Board of Canvassers (BoC) in Sta. Barbara, Iloilo received the transmissions from only one clustered precinct at 10:57pm. But the BoC decided that all CF cards from clustered precincts will be sent to the municipality.

1. Clustered precinct # 68 in Calaparan, Iloilo City, there was no plastic seal on the CF card slot; instead scotch tape was used. During FTS, there was no plastic seal placed on the machine attested by PCOST Cindy Mabaquiao.
2. Ballots of Clustered Precinct # 17 of Bagumbayan, Tigbauan, Iloilo went to Passi, Iloilo. Voting started at 11:45 am. They waited for the ballots to be delievered to correct precincts.
3. In Banaybanay, Malinao, Aklan PCOS machine not working & the BEI called for replacement of the machine. They stopped the voting.

In some Cebu precincts, polls closed at past 10 PM and past 11 PM. Transmission of some precincts was at 12 midnight.

According to reports 4 out of 10 barangays in Zamboangita, Negros Oriental is still canvassing their votes including Baragays Calango, Maluay, Mayabon and Najandig.

Until the time of this report, hundreds of people were not able to vote in Brgy. Cadawinonan, Dumaguete City, Negros Oriental becuase of the five-time failure of a PCOS machine.
