The anti-fraud group Kontra Daya has received information on fraud committed during the May 10 elections in one of the island municipalities in Basilan.
The area is a recently created municipality with no electricity and with weak cellular phone signals.

We are issuing these recommendations based on the monitoring work we did before and during the May 10 polls. While it is acknowledged that the transmission and initial tallying of results were fast, the whole automated process was fraught with problems; from poor preparations, inadequate training of BEI’s, absence of rigorous testing of machines and the lack of education among the public.

The country’s first automated national polls in Luzon were characterized by widespread cases of malfunctioning precinct count optical scan (PCOS) machines and long queues at polling precincts. In many polling centers, elections have been delayed due to such technical glitches, aggravated by slow and poorly organized voting procedures, Board of Election Inspectors (BEI) members still familiarizing with the automated system, and IT consultants lacking skills. In some areas, problems were aggravated by power failure.

The poll watchdog group Kontra Daya raised alarms today over persistent reports that Precinct Count Optical Scan machines deployed in several precincts in Luzon were experiencing problems in the tallying poll results. Reports monitored by Kontra Daya pointed out that the machines did not tally the votes correctly after the tests. Many complaints were related to the tally of results for local positions.

In a press conference in at the Pamantasan ng Lungsod ng Maynila, poll watchdog Kontra Daya asked the Comelec why several items and equipment that would be used for the May 10 polls were not submitted for testing and certification in accordance with RA 9369.
